There's a simple reason why Edge was picked as McIntyre's successor: Drew needs to experience what it's like to stroll down the aisle as WWE Champ in front of a packed house before he gives up that belt. It'd be a travesty if he didn't get that at least once, and choosing Edge buys him some time.

The legend probs won't be back any time soon, so WWE needn't sprint through the final chapter of McIntyre's reign. He can fend off Randy Orton multiple times before engaging in an emotional angle opposite the 'Rated-R Superstar'. That narrative can hinge on the fact that WWE's top belt means everything to both men.
