7. Jeff Jarrett

Jeff Jarrett is a mixed bag in this category. Sure his times as World Champion in WCW and TNA has done little to improve revenue for either company, yet it is our belief that as Intercontinental Champion back in WWE Jarrett was both credible and over and his antagonistic, arrogant persona would have carried him through a run as a top heel, we're sure. If only Stonecold hadn't nixed his push who knows where Double J would be right now? Jarrett is another example of a guy who would have benefited greatly from the duel branding of WWE's RAW and Smackdown.
