6. Owen Hart
Who had more heat than Owen when he turned on Bret? No one - that's who. Sure, Owen Hart should have been World Champion just because of his name but he should also have been the top dog because he was brilliant in the ring, extremely over and had remained loyal to the company throughout the whole Montreal Screw job saga; admittedly not all by his own design. Owen had classic feuds with some of the top names in the business and often carried them through the matches. Sure he damn near broke Stonecold's neck but accidents happen and it sure as hell didn't derail Austin's rise to the top. If Smackdown and RAW had been two separate brands back when Owen was still alive he would definitely have been a champion - it's just a shame he was so overlooked during his time with WWE until his death.
