While Rollins should have the ability to carry Goldberg to a decent WrestleMania match, Roman Reigns also has to be considered for the spot.

Reigns has been the target of much criticism since The Shield break-up, most of which has been the fault of WWE's thanks to Roman's terrible booking. While many fans may not like to admit this, Roman's more than capable of delivering quality matches in between the ropes. Since going solo in 2014, Roman's already racked up a long list of memorable matches including against Daniel Bryan, Brock Lesnar, and AJ Styles. While there's no denying the caliber of opponents he's faced in many contests, it takes two-to-tango, or in this case wrestle, and Roman has come through time and time again.

Knowing this, Roman Reigns has to be considered capable of pulling out a good match with Goldberg. Add to that the built-in storyline of Spear vs. Spear as well as WWE still being able to have Roman benefit, albeit indirectly, from the ending of The Streak and the sleighing of The Beast, and you have a WWE and Vince McMahon wet dream for Roman Reigns at WrestleMania 33.
