9. The Dog Fight Club

Taking another page from Year One, James Gordon is confronted by a group of corrupt GCPD officers after discovering their illegal dog fighting ring. Threatening to expose them to Commissioner Loeb and the press, Gordon is shocked to learn Loeb is involved. The cops then give Gordon a very dangerous lesson, one which puts Gordon's beating in Year One to shame. The fact Gordon is pitted against four killer dogs is a terrifying concept, but perhaps the real ugly part of the scene is Gordon's startling realization the audience aren't cheering Gordon on, but the dogs. It is a moment that shows just how bad the GCPD were, but is also a very important aspect for Gordon's character. He had the chance to kill Dan Corrigan, but hesitated and, to show the cops they hadn't broken him, immediately left to do his beat. It's heartbreaking to see him come across Crime Alley so soon after the Waynes were shot, especially after realizing if the cops had been doing their jobs instead of engaging in a dog fight, the Waynes could still be alive or at the very least their killer brought to justice. It's a standout turning point for Gordon's character as this is what encourages him to fight as much as he can against the corruption in Gotham City.
