6. Venus (Technically) Appears - Teenage Mutant Ninja Turtles (1997) #12

Venus is, by all means, the single most controversial character in the entire of the weird assorted selection of the turtle kingdom. Introduced in the 1997 Ninja Turtles cartoon, Venus was a turtle that, against all reason, was given breasts, and yet somehow not given a personality.

Venus proved unpopular enough that for a long time the TMNT comics had one rule, and that rule was "no female turtles". While this rule would be revoked to allow Jennika to be created, it was briefly also challenged in 1997, in the twelfth issue of the series.

In it, a character who looks almost exactly like Jennika appears as the incredibly temporary love interest of one of the turtles. Said romance is incredibly temporary because it turns out this Venus imposter is actually a significantly less well-endowed shapeshifting mud creature. This puts a natural end to the ongoing turtle on turtle action, but it at least does show a character who otherwise would never have appeared in the comics.
