Cudley the Cowlick is a giant disembodied cow's head who is able to transport people through time and space by keeping them in his mouth. It's not explained how Cudley came to be, or how his transdimensional vore works, and while this is annoying it's also undeniably fair, because the implication is that whatever reason there is must be completely messed up.

And Cudley himself is unlikely to be able to answer these questions personally, as he also can't speak, suggesting that he is literally a cow and not some mutated creature like our half-shell heroes.

As the Cowlick was a creation placed in the series when it belonged to Archie Comics, it's unlikely that we'll ever get the answers we crave to all the questions surrounding Cudley. However, that might be for the best, as the darker tone of the new series would definitely mean that any explanations given surrounding the creature would involve some Crossed-level nightmare fuel.
