6. William Burnside
After Jeffrey Mace retired, the U.S. government tried to make their own Captain America. It didn't go well.
William Burnside was a historian who was absolutely obsessed with Captain America, even going so far as to legally change his name to Steve Rogers. Whilst researching Cap, he discovered Nazi files detailing the super-soldier process and took them to the FBI.
The agency then tried to remake Captain America, using Burnside as a willing subject. They altered his face and voice so that he perfectly resembled Steve Rogers but, before they could test the new super-soldier serum, the project was shut down.
Burnside stole the serum though and injected himself with it. The formula worked, replicating Captain America's abilities, but it was flawed and caused mental instability. Burnside's time as Captain America was short-lived as he soon snapped and started attacking innocents. He was arrested and placed in suspended animation.
Years later, he was recovered by the Red Skull's henchman Doctor Faustus and hypnotised into becoming the Grand Director of a neo-Nazi group. When the original Captain America confronted him, he broke down and set himself on fire.
It was later revealed that Burnside's death had actually been faked and he was handed over to doctors to try and restore his mind.
