9. The Ten-Eyed Man (DC)

The Ten-Eyed Man, often referred to as "the most dangerous man in the world" (we know, "lol" right?), is a Batman rogue whose power is.... icky, to say the least. Originally known as Philip Reardon, he served as a soldier in the U.S. Special Forces in Vietnam until he was honourably discharged after a grenade fragment hit him between the eyes. He returned to civilian life as a warehouse security guard until, one night, he was knocked out by thieves who planted a bomb to blow up the warehouse. When Batman arrived at the scene, Reardon recovered, but his vision was badly obscured. Mistaking Batman as one of the thieves, Reardon battled him. When he recognised Batman, the warehouse exploded and Reardon's retinas were burned which impacted his war injury and blinded him permanently in both eyes. A brilliant doctor named Dr. Engstrom reconnected his optic nerves to his fingertips, enabling him to see through them, which is pretty disgusting really. Blaming Batman for his condition, he took to a criminal life and attempted to make the caped crusader's life a misery. A glaring weakness in his condition is that whenever he tries to touch anything now, it hurts his eyes. Schoolboy error.
