The cover of Action Comics #441 features an image of the Flash running towards Superman with a smile on his face. He is saying, "Hi, Superman! What brings you... to Central City?" Instead of an answer, the Flash is met with the Kryptonian's fist, and he goes flying.

Anyone seeing this cover would immediately think the story within involved a fight between the Superman and the Flash. That's what you see on the cover, but cover art involving the Man of Steel doesn't always show what happens inside the book in the right context.

Action Comics #441 doesn't fit that description because the book doesn't actually show Superman hitting the Flash... at least, not exactly. Weather Wizard lured the pair to his lair and hit Superman with "black lightning," which makes Superman kill the person next to him.

What the Weather Wizard didn't know was that the two superheroes switched costumes, so Flash, wearing Superman's costume, hit Supes' on the jaw. That's not going to do much damage to either hero, so they ended up beating Weather Wizard while conning anyone who bought this book, hoping to see Superman fight the Flash.
