Marvel has a huge hierarchy of celestial beings (including some actually called Celestials), most of whom seem at least likely to give Hulk a run for his money, though not all of them are strictly heroic. The greatest of them all, though, who is basically Jehovah with a funny hood, is the One-Above-All. He's appeared in a variety of guises over the years, usually either in disguise or referred to by others-- including The Living Tribunal, who is only just beneath the One-Above-All and still has dominion over not just this reality, but every reality ever. The One-Above-All's "only weapon is love," according to the Watcher, so he'd never get into a fight with Hulk in the first place. But if he did, he could not only erase the Hulk from existing, he could erase the Hulk from every reality at once. And then the Hulk would simply be... ...the strongest one there wasn't.
