Power Girl was first introduced in 1975 as Superman's cousin in Earth-2, which made her a parallel Supergirl. She made her way to Earth a bit earlier than her cousin and was more mature when she arrived, which helped her to become a prominent member of the Justice Society of America.

When DC revamped everything with Crisis on Infinite Earths, Earth-2 was wiped from existence, as was Supergirl, who died during the conflict. This left DC with a bit of a problem where Power Girl was concerned, so to address it, she was revamped a bit to simply believe that she was Superman's cousin.

Not only was she no longer Superman's cousin, but she was also tied to the history of Atlantis, which worked to further separate her from her Kryptonian cousin. Eventually, DC brought back the Multiverse, which meant Earth-2 could return to existence, and with it, Power Girl's origin was restored.

The whole ride of being who she was, then not being who she was, and back again was frustrating for fans. When the New 52 hit stands, she was revamped once more to officially become the Earth-2 version of Supergirl, which is exactly what she was from the very beginning.
