7. Polka Dot Man

Created by Bill Finger and Sheldon Moldoff for Detective Comics #300, Abner Krill aka Mister Polka Dot and later, the Polka Dot Man was a complete unknown when he began his criminal career based on spots and dots. He wore a costume covered in spots that performed a variety of tasks or created a number of weapons. In his first outing, he captured Robin but Batman saved his partner and jailed the villain.

He was later physically beaten badly by Detective Harvey Bullock after the Polka Dot Man injured a uniformed officer. The beating was so severe that the Gotham City Police Department was hit with a brutality suit and Bullock was made to see a psychiatrist for his anger issues.

In Final Crisis Aftermath: Run! #2, Mister Polka Dot joined a small group of villains led by General Immortus. The group was betrayed by minor Martian Manhunter the Human Flame and the majority of them were killed. Krill died when a manhole cover fell on his head during a brutal battle.
