7. Hugo Strange - Batman: Prey
This is by far one of the strangest entries on this list.
Hugo Strange, the man so villainous he needs no fake name or persona. Much the way of many Arkham employees, Strange was once a brilliant psychiatrist within the Asylum.
Despite his cruel and unusual treatments, he remained a main figurehead of Arkham throughout multiple iterations of the comic and played a major role in the Batman Arkham City video game.
Much like in the game, Strange once became entirely obsessed with the psyche behind the mask of the caped crusader. He went to great lengths to put himself in Batman's shoes, and even wanted to become the Bat himself.
Strange spent the majority of the comic in his impromptu Batman cosplay in an attempt to defame the hero during a time of heightened stress between vigilantes and the GCPD.
Eventually, he was caught by the police and shot several times before falling into Gotham's river and being left for dead. Maybe Strange should have at least invested in hocky pads.
