9. The Joker

Batman has a line he won't cross, but that doesn't mean his enemies follow his example. His greatest nemesis, the Joker, is arguably the biggest killer in his traditional rogues' gallery, but compared to others on this list, his level of slaughter puts him at the lower end of the scale.
Since the Joker began putting his sadistic smile onto the faces of his victims, he has garnered a kill count in excess of 2,000 people. Granted, that number is only an estimate since you can attribute deaths to him, directly and indirectly, thanks to the work of his minions, but still.
In terms of DC's terrestrial-based supervillains, the Joker easily has the highest kill-count in the normal continuity. There was a time in which his numbers went much higher though.
During the Emperor Joker storyline, the Joker picked up some of the powers of Mr. Mxyzptlk, which led him to do some serious murdering. He killed and resurrected Batman dozens of times and also destroyed the entire planet and nearly the whole universe. Because that storyline was ultimately undone, his billions of kills in that timeline don't count, which is why he remains at #9 with a mere 2,000 dead.
