Not all villains are truly bad people, but sometimes terrible things need to be done for the greater good. That's the case for Adrian Alexander Veidt, otherwise known to readers of the Watchmen comics as Ozymandias.
Originally, he was one of the vigilantes brought into the Crimebusters superhero team who used his superior intellect and martial arts skills to defeat his enemies. When the Comedian broke up the initial meeting resulting in the Crimebusters never coming to fruition, Veidt left superhero work behind and built himself up to take on the issues threatening the world in a completely different manner.
The ongoing threat of nuclear war pushed Ozymandias to hatch a plan to thwart it. To make sure humanity didn't completely destroy itself in a nuclear holocaust, he decided it would be best to create a single catastrophic event so that the remaining survivors could rally against a common enemy.
His plan ended up working, and he killed the Comedian to set it in motion. From there, he really got going with the killing by transporting a biologically-engineered telepathic monster into the Heart of New York City resulting in the deaths of millions. The threat of "alien" invasion was meant to pull the U.S. and U.S.S.R. into an alliance, but the story ended before the final outcome was revealed.
