Elite was a wealthy fascist who was obsessed with maintaining the high standard of his neighbourhood. He decided to become a vigilante and kill any criminal that "lowered the tone" of his area. When he saw a hot dog vendor near his house, he thought it was too "working-class" and blew it up with a grenade. When he saw a dog urinating on the sidewalk, he shot it dead. After one encounter, the Punisher killed him.

Now, Elite may sound like a psychopath but he was saint compared to his son, Tim. Years after Elite was killed, Tim decided to continue his father's legacy and became the new Elite. To mess with the Punisher's mind, Elite pretended Ma Gnucci had returned from the dead. He hired several women and forced them to get plastic surgery to look like Ma. Since Ma was a quadruple amputee, Elite had all the women's limbs amputated.

If one of them was killed while pretending to be Ma, Elite would swap her out for another to give the illusion she could cheat death. I'm pretty sure there is a way easier way to use psychological warfare against the Punisher. I mean, couldn't Elite just... y'know... shoot him?
