6. Baron Zemo
When the Punisher infiltrated the terrorist-run nation of Bagalia, the Prime Minister, Baron Helmut Zemo, had him arrested. Zemo could've easily had the Punisher killed but instead, he wanted to break him mentally. The PM had Punisher beaten so neatly, he required emergency brain surgery.
Unsurprisingly, the Punisher did what he always does; he escaped and killed Zemo's men. The baron managed to escape via helicopter. Although he lost his empire, Zemo should've considered himself lucky he was one of the few who crossed paths with the Punisher and lived to tell the tale.
But he didn't stop there. The Bagalian dictator went to New York to help the mayor, Wilson Fisk, set up a smear campaign against Punisher, labelling him as a cop-killer and an international terrorist.
Despite the fact he could have left it at that, Zemo stuck his nose in again and banded together his superteam, The Thunderbolts, to take down the Punisher.
If that doesn't sound like overkill, he had 400 men parade around New York with dozens of tanks to put an end to Castle. Rarely in the history of comics has a villain taken such dramatic measures to take down one single person.
