The Punisher and Bullseye have run into each other several times but their most infamous encounter was in PunisherMAX. In this story, the Kingpin hires Bullseye to assassinate Frank Castle. Now, Bullseye knows he can't just put a bullet through his skull. If it was that easy, someone else would have done it.

To defeat the Punisher, Bullseye believes he must become his enemy. He must walk like him, talk like him, think like him. He becomes so obsessed, Bullseye starts wearing the Punisher's clothes, sleeping beside his wife's grave, and interrogating his old doctor.

To understand the tragedy that transmogrified Frank Castle into the Punisher, Bullseye kidnapped a family, pretended he one of the family members, and had them killed in the same fashion as Castle's wife and children. He hoped experiencing the same loss as his target would help understand the Punisher. Sadly, it didn't work. And just to cement Bullseye's craziness, he performed this same experiment three more times on three different families. Sadly, he was unable to feel any empathy while watching them getting slaughtered.

Bullseye is undoubtably one of the most insane supervillains in all of comics but this version of him may just be the craziest.
