Because of the nature of Amanda Waller's Suicide Squad, the supervillains don't feel like villains for very long, which made it the perfect place for Harley Quinn to transform into one of DC's most popular anti-heroes.

Despite being a breakout success in Batman: The Animated Series, Harley Quinn's runaway success in comic books was not as inevitable as it seems now.

Although it would take close to three decades for Harley to join Task Force X, Quinn was practically tailor-made to be on the team. She was Funny, relatively underpowered, sympathetic, and a lot of untapped potential if put in the right comic. The Suicide Squad allowed her to flourish in a team setting that made her villainous past gel perfectly with her potential as a point of view character that was shown in episodes of the Batman: The Animated Series.

Because of her tenure with Task Force X Harley Quinn is now one of the biggest names in DC Comics, capable of carrying her own titles and carving a destiny away from the Joker.
