Steve Rogers, Captain America, might not be the first Avenger, but he should absolutely be considered the greatest.

On more than just a surface level, there is so much to admire about Captain Rogers. He's a fighter, a man beholden to the values of liberty and justice, and one who isn't afraid to stand up to his friends if he thought it necessary. That takes bravery, and though Rogers hasn't gotten it right all the time, the A on his forehead may as well stand for 'Avenger' as much as it does 'America'.

He's by no means the strongest member, or the most skilled combatant. He is, however, a leader in the truest sense, having been involved with Earth's Mightiest Heroes almost continuously since he was brought back in the book's fourth issue.

Rogers has put his life on the line more than any other character, and he'd do it all again in a heartbeat. Heroes don't get much greater than that.
