Rather than a Batman revolving around Bruce or the Waynes, Batman: The Golden Streets of Gotham instead features Bruno Vanekow, a railroad worker at the height of the industrial revolution. Bruno takes up the mantle of the Bat-Man to fight corrupt industrialists.

Bruno Vanekow was a working class workman whose parents died in a large industrial fire, similar to the 1911 Triangle Shirtwaist Factory fire, due to the negligence of boss Joe Chillingham. The loss of his parents led Bruno to dedicate his life to fighting the corruption that had caused the death of his parents, as well as the dozens of others in factories across the city. Taking up the identity of the Bat-Man as a Robin Hood-like figure, the vigilante began to rob from the rich and give the spoils to charity.

Bruno and the Bat-Man quickly became the figurehead for the growing unionising movement in the city. In both guises, he attended union meetings and rallies held by the mysterious Cat, who is later revealed to be the corrupt mayor’s daughter, Selina.

While investigating Chillingham for the death of his parents, Bat-Man became involved in the hunt for a serial killer, who the corrupt mayor accuses him of being. During the case, it is revealed that the killer was the foreman at the factory his parents perished - Jack Smart - driven insane after inadvertently causing the fire, and now posed as a clown. A depiction of the Joker scarier than any other because clowns are the worst.
