2. Doctor Fate
Magic is inherently one of the most powerful ideas in fiction, and few in the DC universe are as talented at using it as Doctor Fate in any and all of their incarnations.
The human itself might not be anything special, but the helmet they wear is imbued with the consciousness and knowledge of Nabu, one of the Lords of Order, a group of extremely powerful magical beings intent on fighting the forces of Chaos and maintaining order in the universe. As such, Doctor Fate possesses incredible magical abilities, ranging from healing and elemental manipulation to interdimensional travel, dematerialization, and invulnerability.
Nabu himself is a fickle being, putting order at the top of his priorities, sacrificing morals and sometimes acting against heroes to enforce the Lords of Order's vision. The human wearer of the helmet is able to control their body and mind, however, providing a balance between human emotion and overwhelming power as Nabu takes the passenger seat.
He has taken control of the wearer's body in various stories, often becoming an immovable object for the heroes to surpass or even an antagonist. The ambiguity of both magic and his morals aside, the powers that Doctor Fate has at their disposal are near limitless.
