10 Least Threatening Comic Book Supervillains

1. The Puzzler

Egghead Batman
Standard Comics

The Puzzler, not to be mistaken by the Superman villain of the same name, debuted in America's Best Comics #30 as an enemy to the Black Terror.

Despite living an honest life, the Puzzler barely made enough money to scrape by. Tired of his impoverished lifestyle, he decided to get rich by becoming a conundrum-clad criminal called The Puzzler. To taunt the city's protectors, Black Terror and Kid Terror, the enigmatic evildoer sent them a jigsaw which, when completed, revealed the location of his crime spree. That's it. That's his master plan. You have to complete his jigsaws to stop him.

If you thought this Riddler rip-off sounds silly, how the heroes captured him was laughable. What's the most humiliating way for a supervillain to be beaten? Thwarted by their own invention? Knocked out with a single punch? Betrayed by a henchman?

Amazingly, the Puzzler's defeat is more pathetic than any of those scenarios. In his first appearance, the Puzzler gave up while fighting Black Terror because... he sprained his ankle. That was all it took for him to abandon his crusade as a supervillain. It must have been a pretty bad sprain because he NEVER appeared in a comic ever again.
