7. The Ten-Eyed Man

Philip Reardon was working as a security guard in a warehouse when he noticed someone he believed to be a thief. He engaged the culprit, not realizing it was Batman, and a subsequent explosion rendered him blind and enraged with the Caped Crusader, against whom he swore a vendetta.

Because this is a comic book, the surgery he underwent to try and give him his sight back worked — just not in any way anyone would truly want. His name became the Ten-Eyed Man because the surgery worked in giving him sight, but not from his eyes, he could see through his fingertips!

He became obsessed with killing Batman, and he would continue to work toward that goal for most of his criminal career. He did attempt to kill other people and was once tasked with assassinating Man-Bat. He was somewhat silly back when he was first introduced, but when Grant Morrison got a hold of him, the character became far more interesting.

Morrison revamped the character by making him into an exiled assassin, who came from an Arabian tribe of blindfolded warriors. He also retconned the Bat a little bit my making that tribe responsible for Batman's training.
