8. Mirror-Man

Floyd Ventris was a criminal genius, but he needed a way to distinguish himself from the variety of clowns, crocks, and other villains of Gotham City. He settled on a plan to uncover Batman's true identity, and he would do so using his extensive knowledge of mirrors.

This involved creating a device capable of seeing through Batman's mask... because mirrors somehow let you look through opaque, non-reflective surfaces in the DC Universe back in 1954's Detective Comics #213. Regardless, Ventris' plan worked, and he discovered that Batman was none other than Gotham's own millionaire playboy, Bruce Wayne!

The self-dubbed Mirror-Man went to tell the world of his discovery but found that Batman was one step ahead, and much smarter than he was. Batman used a series of tricks to fool the public into believing Mirror-Man's information erroneous. This not only worked on the public, but it also worked on Mirror-Man's gang.

Over the years, Mirror-Man continued to try and expose Batman's true identity, but he was always able to fool him. He even went so far as to produce a special cowl made of mirrors to keep the villain from ever identifying him again, making it impossible for him to create a picture of the man behind the mask.
