3. Dr. No-Face

You can't get more on the nose with a villain's name than Dr. No Face, seeing as Doctor Paul Dent simply has no face! His condition is the result of an experimental ray, which erased his face, but more than that, it drove him completely insane.

From that point forward, he couldn't handle it if he saw someone or something with a beautiful face. This led him to begin defacing everything from paintings to monuments in an effort to blight the world in the same way he was blighted. Only, that's not the whole story, and the real one is far more insidious.

Dr. No-Face was, in fact, a criminal named Bart Morgan, who wanted the good doctor to use his ray to clear up a scar he didn't like. Dent refused, and Morgan opted to use the ray on himself anyway, resulting in the deformity that led him to choose his new identity.

He then used his purported madness to steal priceless works of art he would then make copies of. He would proceed to destroy the copies, leaving him with the real masterpieces. It's a decent enough plan right up to the point Batman and Robin got wind of it.
