4. The Spectre

The Spectre might be more supernatural than cosmic, but they occupy that vague area between both. The Spectre is both a spiritual entity that deals out vengeance and a cosmic figure that combats multiversal threats. Needless to say, he's kind of a big deal, and all sorts of characters have inherited the title, including Jim Corrigan, Crispus Allen, and even Green Lantern Hal Jordan.

Spectre answers only to the Presence, and is actually omnipotent. He can alter reality, draw upon an endless source of knowledge, and was still deemed the most powerful Earthly spirit even after being depowered by the Voice (another of God's names in the DCU).

Naturally, one doesn't just have all these powers without accruing a reputation for completing extraordinary feats. The Spectre once removed the powers from Mister Mxyzptlk, equalled Ganthet's efforts in delaying the Anti-Monitor, once prevented two universes from colliding with each other, and is even said to be capable of tearing apart Heaven, Hell, and everything in between.

Only a few have been able to defeat him, making DC's Spirit of Vengeance one of the most powerful figures in the cosmos.
