8. Doctor Light
No no no, we're not talking about Arthur Light and his questionable history thanks to Identity Crisis. Rather the second Dr. Light, Kimiyo Hoshi. A brilliant scientist, Hoshi was struck by an energy that was sent to earth by the Monitor during the events of Crisis on Infinite Earths. This energy gave her the ability to control and manipulate various forms of light, thus leading to her assumption of the Doctor Light moniker.
Kimiyo is, potentially, one of the most powerful characters in the DC Universe, but has never quite eclipsed her dramatic debut. As a display of pure power, she absorbed the energy from a star that was powering the machines the Anti-Monitor was using to launch his assault on various universes. In doing so, he channeled the energy back at the monstrous titan, blasting a giant hole in his chest.
Doctor Light's power is enormous, though she does have some drawbacks. Relying entirely on her powers, she has never had formal combat training, and can get into trouble at close range. Additionally, she has no latent invulnerability. For example, despite her ability to fly, she can suffer from windburn. A simple bullet, in theory, could stop her.
But that doesn't discount her ability to manipulate literally all forms of light; the good doctor is the personification of the term "glass cannon."
