4. Tattooed Man

Abel Tarrant was a sailor who discovered a chemical that could bring drawings to life. Realising the potential this chemical had, he inked his body with it and became the supervillain, Tattooed Man. While performing crimes, his ink comes to life to attack his enemies.

Over the years, he has fought superheroes with tattoos of tigers, guns, cars, ships, monsters, bears, fire, planes, and dinosaurs. He can even use a tattoo of wings to give himself the ability to fly.

Tattooed Man has never been considered a serious threat despite the fact he is only limited by his imagination. What is stopping this guy from getting a tattoo of a nuclear bomb or a black hole? If he inked Kryptonite onto his body, there is no reason why he wouldn't be able to kill Superman. How can you keep him in prison if he has the ability to conjure a dragon or a tank into existence?

In all his appearances, this inked crook has never considered getting a tattoo of the most obvious thing possible; money. Surely, that would solve all his problems, wouldn't it?
