1. The Ventriloquist
When Arnold Wesker was a boy, he was spooked by an albatross while on a shipyard with his parents. While his mother and father were distracted by Wesker's screaming, they were killed by an oncoming truck. Believing his outburst caused his parents' demise, Wesker vowed to suppress his negative emotions.
After burying all his vices for decades, Wesker snapped and developed Dissociative Identity Disorder. Although he has no violent tendencies on a conscious level, he acts out his evil inhibitions through his ventriloquist dummy, Scarface. With his dummy, The Ventriloquist has become one of the most powerful mobsters in Gotham and one of Batman's deadliest enemies.
Wesker could be cured of his psychosis if he simply recognises that Scarface is not real. But that's the problem. Wesker absolutely believes his dummy is alive. He is so adamant that Scarface is a real person, Wesker constantly gets into heated arguments with him. When this happens, Batman usually takes advantage of it by knocking out Wesker while he is distracted.
Without Scarface serving as a wicked conduit, Wesker is a genuinely nice man. But until he can recognise he's sick, he will never stop embracing his malevolent nature.
