Herman Schultz AKA The Shocker is probably the most low-tier villain Spider-Man faces on a regular basis. Compared to the other big bads like the Green Goblin or the Kingpin, Shocker is nothing more than a goon-for-hire. As a supervillain, he's kind of a loser.

But in the Ultimate universe, the Shocker wasn't just an incompetent criminal; he was a running joke. Every single time he went on a crime spree, Spidey stopped him within seconds. Peter Parker referred to him as "the biggest loser in Loserville" and he "pounds him once a week".

However, things took a dark turn when the Shocker eventually got the drop on Spider-Man, dragged him to a warehouse, chained him up, and tortured him. Schultz told Peter that Spidey has ruined his life by turning him into a laughing stock.

When Peter told him it's his own fault for choosing to be a supervillain, Shocker explained he was forced to become a criminal after the Roxxon company stole his life work before firing him. As he divulges how he's been stabbed in the back with tears in his eyes, you just want to give him a hug.
