What is there to say about Dogwelder, that isn't already clear from his name? With a name that also serves as the title of his weapon - and of his favourite hobby - Dogwelder uses his welding tools to, unsurprisingly, weld dogs.

Although this isn't to say he's entirely unsurprising, as the torch that Dogwelder uses is able to join dogs to people's faces without burning either human or canine, simply fusing them together in the world's weirdest modern art. It's never really explained how this works - but then, the whole point is that it shouldn't work, because no part of welding dogs to people's faces is supposed to make sense.

Hilariously, this weapon is theoretically one of the strongest in the DC universe, as we discover just before Dogwelder II's demise that it is capable of welding stars together, which means it's providing some pretty major firepower.

Tragically, with his death, we may never know how powerful the dog-welding torch is - that is, until Dogwelder III.
