Batman teams up with the Turtles who have crossed over into another dimension after following the Foot Clan mysteriously crossed first, going head to head with Batman. It's later found that the League of Assassins have teamed up with Shredder causing havoc across Gotham City.
Pairing the loner Batman with the team-loving Turtles was an interesting match, but one that worked after their combined efforts defeated both Ra's al Ghul's assassins and the Foot Clan.
This comic is well known for the viral TikTok meme that went around in 2021 with Raphael's casual "Cowabummer" reaction when Batman showed the Turtles where his parents died.
