2. Quicksilver & Scarlet Witch
Quicksilver and Scarlet Witch are paired in a single entry due to the fact that they are pretty much inseparable. The mutant twins have been together for most of their history, so why separate them now? Both characters made their debut appearance as villains in The X-Men #4.
From the beginning, they were shown to be founding members of the Brotherhood of Mutants, and in their first appearance, they fought against the X-Men. Still, they were shown to be reluctant villains who weren't fully supporting Magneto's radical ideologies, but that didn't mean they weren't dangerous.
They most certainly were, but fortunately, they wouldn't remain on the bad guys' side for very long. When Stan Lee decided to shake things up with the Avengers, he filled the team with reformed villains from other series. Hawkeye came on board at this time, and so too did a pair of mutants.
That went down in Avengers #16, and from that point forward, both Quicksilver and Scarlet Witch have been superheroes. At times, they have become involved in various events that caused some problems for the folks around them, but they never returned to a life of supervillainy again.
