While the cat-themed assassin is perhaps not the first supervillain you'd expect to have a collection of murders as long as the Great Wall of China, it's undeniable that Cheshire well and truly deserves it.

But she well and truly earns her spot on this list through her actions in Deathstroke the Terminator #19, where she proves herself a remorseless killer by using a stolen nuclear missile to completely destroy Qurac, solely to show how much of a threat she could be. Given the country was often used as a fictional parallel to Iraq at the time, it stands to reason that it would have roughly the same population, meaning that Cheshire murdered around thirty-eight million people in this one attack.

Tack on an extra thousand or so from her years of contract killing, and it's clear that Cheshire is no pushover - although the fact that she got ninety percent of her kill count in one single move is more than a little unnerving.
