Barbara Gordon, as Oracle, choose operatives to undertake missions around the world to right wrong and stop injustices. One of her first operatives was Power Girl, and the mission was to save Haiza Musharu, the former Qurac president. General Harrat, the current President targeted her for death and sent two missiles, one at the ship holding Musharu and the other at a ship holding refugees. Karen was able to stop one missile but not the second, and then Musharu was shot by Harrat’s operatives. Power Girl blamed Oracle for giving her bad intel and refused to work with her again.

Barbara next began working with Black Canary after Dinah had been assaulted and lost her Canary Cry. At first, Oracle hid behind her computer screen due to her own traumas, but the pair slowly opened up to each other and began to heal each other. A necessary rescue forced Barbara to reveal herself, and she and Dinah became more than just work colleagues. They became friends.

When Black Canary was attacked and kidnapped by Creote and Savant, Oracle brought Huntress in to help get her back. Helena Bertinelli became the third member of the team and, despite a rocky beginning, she became the second field operative. When time-displaced aviatrix Lady Blackhawk joined the group, they officially adopted the name The Birds of Prey.
