6. Sometimes He Has Superpowers
Traditionally Black Mask has no superpowers, instead fighting Batman with a combination of cunning and his signature dual pistols. However, following the company wide continuity reboot of the New 52, he gained the ability to control minds.
In the new continuity Roman Sionis has split-personality disorder, with Roman and Black Mask being two separate personalities. During the time Roman was being held under observation at Arkham Asylum, Batman was investigating the Court of Owls, a secret society operating out of Gotham. As part of a crossover between Batman books, the Court of Owls sent assassins to take out high-value targets all around Gotham, including Dr. Jeremiah Arkham, the head of Arkham Asylum.
Afraid for his life, Arkham released Black Mask and gave him back his mask which had been upgraded with technology that let him control the minds of weak minded individuals. Black Mask used his powers to control the other inmates into attacking the assassins to keep them away from Arkham's safe room. He then tried to use it on Batman and got a punch to the face for his trouble.
As we all know, the only one with a mind strong enough to match Batman's is another Batman, and even then they just stuck in an endless loop of yelling "I'm Batman".
