Jim Gordon was transferred to Chicago as part of a plan by then-Captain, Gillian Loeb. Gordon killed a corrupt cop and his wife when they were fleeing a crime scene at a warehouse, but Loeb threatened Gordon’s newborn son James Jr. - forcing Jim to comply with the transfer.

While in Chicago, James took criminology courses at the university at night while serving as a detective in the corrupt Chicago Homicide Unit during the day, though he and his wife Barbara were struggling to conceive their second child at this time. Jim also became a minor celebrity for a spell after foiling a late-night robbery attempt, and he was later assaulted by a corrupt cop and his buddies when investigating that officer’s activities. In typical fashion, the department discredited Gordon to cover up the scandal.

The Batman: Gordon of Gotham limited series showed Jim Gordon dealing with a great deal of personal brutality as he began rooting out the corruption in the Chicago Police Department. He uncovered evidence of fraudulent ballots in the Mayoral election, fixing the election for the corrupt candidate. When his investigation brought down two police officers in his unit, the Commissioner hurriedly transferred Gordon back to Gotham.
