Cap REALLY screwed up in Civil War. I mean sure, it's not like anyone has any business judging him since - in true Mark Millar fashion - everyone was an ass in the original Civil War. But Captain America was one of the two main players in that story so he walked away from it with a LOT to answer for.

Which is probably why they decided to just shoot him point-blank in his solo book.

While Steve is arguably the good guy when put against what Tony gets up to, he doesn't exactly walk away with clean hands. So it's easy to imagine anyone - especially the thoroughly ticked off government - wanting to eliminate Steve once and for all.

Just a shame that the Red Skull got to him first, brainwashing Sharon Carter to shoot him dead while he was being taken to court to stand trial for his crimes. This of course led into Captain America: Fallen Son, and Bucky Barnes' assumption of the Captain America mantle.
