Superman was born out of the Golden Age of Comics, so he was often associated with the technology of the day. More specifically, he was all over the radio. The Adventures of Superman was one of the most popular radio dramas from 1940 until it went off the air in 1951.

The radio show was important for a lot of reasons, and it's even where Kryptonite was first mentioned and brought into the Man of Steel's lore. That was done so actor Bud Collyer could take a week off. The show was a great way to spread Superman to the masses, and its influence bled into the comics.

In the comics, Superman used radio quite often to communicate with the police and other agencies, but he didn't carry a walkie-talkie or anything like that. Instead, he merely broadcast his voice over radio frequencies via his Super Radio Broadcasting ability, which he hasn't used in a long time.

To be fair, it makes sense that this power faded over time. After all, radio is only one form of modern communication. Still, cellphones transmit via radio waves. Theoretically, if he wanted to, Superman could make cellphone calls using this power.
