9. The Ventriloquist (DC)

First Appearance: Detective Comics #583, 1988 Another Batman villain who doesn't get enough respect is Arnold Wesker AKA the Ventriloquist. Granted, like Calendar Man, the Ventriloquist is never going to pose a threat to the big guns of the DC universe (like Superman or Wonder Woman, for example), but at a street level against foes of Batman's standing, he's extremely dangerous. Wesker suffers from a dissociative identity disorder, which was brought on after he witnessed his mother's death at the hands of thugs from a criminal family who were rivals to the criminal family he was born in to. As a a result, he carries around a dummy, which he calls "Scarface", and uses it to carry out criminal activities (even going as far as to argue with it and allow it to take charge). The Dummy side of Wesker's personality is a wicked individual with a genius criminal mind. He won't hesitate to murder people at a moment's notice and, given his relatively harmless appearance, this makes him extremely dangerous to the general public. While his mispronunciation of Batman as "Gatman" (due to an imperfection in his ventriloquism skills) might seem funny, he's a man who Batman and the wider audience should take seriously because, while he might not be a worthy threat to Batman in a physical fight, he is a huge danger to the general public and his planning skills make him a hard man to catch. He's also extremely creepy.
