Introduced in 2000, Moon Maiden has the most convoluted backstory of any character on this list, involving and ancient Roman scholar, alchemy, and the last manned mission to the moon. Basically, Moon Maiden's power allows her to alter the alchemical structure of a secret Roman moon base, thus altering the gravity of the moon and, by extension, the Earth. 

Talk about a long walk for a short glass of water. To date, Moon Maiden has used these abilities for everything from moving objects across a room to creating tidal waves. The long-established link between the moon and insanity also means that she can cause 'Lunar Madness' in her enemies, resulting in everything from temporary trauma to long-term instability.

Moon Maiden appears on the list not just because of the ridiculously convoluted way that her powers work, but because of how dangerous they are. If we learned anything from the sex scene in Bruce Almighty, it was that playing with the moon for your own good has massive ramifications. Really, it's only a matter of time before Moon Maiden tries to levitate and causes a geological disaster.
