6. Working With Villains – Captain America: Steve Rogers (Various Issues)

Over the decades, plentiful heroes have helped to reform their villainous rivals; taking them under their wing and showing them the wrongs of their ways, as they set them on the straight and narrow. Alas, this is not what we mean when we talk about Steve Rogers working with villains.

Instead, Cap and his Hydra-championing ways saw the Sentinel of Liberty strike up a working relationship with several nefarious sorts. The agreement here is that Rogers will allow these criminals to go about their evil activities, on the proviso that he will then swoop in to save the day.

This means that the rogues in question get to enjoy themselves by causing chaos and carnage, while Captain America gets the plaudits and praise of the public for being a hero. Adding an extra layer of underhandedness to all of this, Rogers would save these charades to when the rest of Earth’s Mightiest Heroes were tied up with their own particular bad guys and issues.

As Supreme Leader of the Hydra High Council, this gives Cap extra sway with his Hydra pals while doubling-down on his public persona of the all-American hero.
