40. Fin Fang Foom

FIRST APPEARANCE: STRANGE TALES #89 (1961) Fin Fang Foom is a giant dragon who emerged from his alien homeworld Kakaranathara, keen to conquer the galaxy with the help of other dragon-like comrades. Foom is a bizarre antagonist who defies the easy villain categorisation; he's content to destroy vast worlds one second, but then he also uses a special herb to go into hibernation frequently too. He also has bizarre spiritual capabilities, such as in one instance actually forming a new body for himself out of a small child and several thousand lizards. More than just an oversized lizard, Fin Fang Foom may have advanced regenerative capabilities, but he can also fly and spit acid in the face of his enemies. Simply, he is a mighty force to be reckoned with.

39. Mr. Freeze

Mr FreezeFIRST APPEARANCE: BATMAN #121 (1959) Mr. Freeze is one of Batman's most famous villains, though one rarely dealt a serious cinematic treatment due to the fact that he is an innately comical villain (as evidenced by his portrayal by Arnold Schwarzenegger in Batman & Robin, the only worthwhile aspect of the whole film). He is a scientist who has to wear a cryogenic suit in order to stay alive (following an accident during an experiment to try and save his terminally ill wife), and the vast majority of his (admittedly ridiculous) schemes normally revolve around ice. His most famous weapon is the freeze ray, which he has on numerous occasions used to ensnare either Batman or Robin. Though he is something of a joke character, he's also extremely strong thanks to his refrigeration suit, and some iterations of the character have even given him the ability to control ice with his mind, not requiring the freeze gun to attack enemies. It's always "ice" to see this guy, eh?

38. Judge Death

Judge DeathFIRST APPEARANCE: 2000 AD PROG 149 Judge Death is without question Judge Dredd's most famous adversary, the leader of the undead law enforces known as the Dark Judges. Given that Dredd is essentially a malevolent ghostly spirit inhabiting a rotting corpse, he is incredibly difficult to harm, and even if his physical body is completely destroyed, he can simply take control of another one (though he will require help from an accomplice to adequately prepare the body). Not only is Judge Death extremely strong and fast, but he can manipulate the mental state of his victims, causing them distress and confusing them by projecting visions of himself. His parlour trick, if you will, is to phase through an intended victim, reach into their chest, and squeeze their hearts with his spiked hands, killing them in a protracted, excruciating and grisly manner.
