97. MODOK
FIRST APPEARANCE: TALES OF SUSPENSE #93 (1967) Sometimes people are just defined by their face. It's obvious exactly what career path they will chose based on their looks alone, and when MODOK emerged into the world from the Cosmic Cube, he had the perfect face for a super villain. Created by George Tarleton's team at Advanced Idea Mechanics (AIM), MODOC - which stood for Mental Organism Designed Only for Computing, before being changed to MODOK and replacing Computing with Killing - is a self aware thorn in the side of Marvel's many heroes and villains including several run-ins with Captain America, Namor and even Doctor Doom. Looking like the long lost brother of Dimension X psycho Krang, the floating ball of evil would meet his end after trying to use the long-time Hulk foe The Abomination as his personal weapon, but succeeded only in pissing off his fellow villains. The Serpent Society hired Death Adder to assassinate him and return his body to AIM for reprogramming. In true comic book fashion, MODOK is alive and well following a resurrection. However, despite his best efforts to gain notoriety as a super-heel, he is perhaps better known to modern audiences as the comedy sidekick of Doom in the awesome kids TV show Superhero Squad.
96. Captain Nazi
FIRST APPEARANCE: MASTER COMICS #21 (1941) You have to love those crazy Nazis! They'll do just about anything to take over the world - they're like an even more ridiculous version of The Brain from Pinky and The Brain. One of their slightly smarter moves, though, was to create their own answer to the popular superhero - Captain Nazi. With his super strength, speed and agility, Captain Nazi - real name Albrecht Krieger - would be a match for any goody goody hero. Perhaps his one greatest power, however, is his alleged ability to grow stronger after every defeat, a little added extra from his biggest supporter, the Fuhrer himself, Adolf Hitler. Although most typically an enemy of Captain Marvel Jr, Captain Nazi has also gone to battle with the likes of The Dark Knight and was even believed to have met his end in Batman issue 647 but has since reappeared to oppose Wonder Woman and the Justice Society of America.
95. Electro
FIRST APPEARANCE: THE AMAZING SPIDER-MAN #9 (1964) A greedy electrician who by way of a horrific accident gets turned into essentially a human generator, Electro is one of Spider-Man's most fierce enemies, capable of producing up to 10,000 volts of electricity per minute. Not only can he create blasts of electricity, but he can manipulate electric objects to his will and also create dangerous electric forcefields, ensuring that, combined with his maximum charging capacity of over 10,000,000 volts, he is easily one of the most formidable foes in the entire Marvel canon. Already a little unsavoury as a human, this carries through to his super-villain persona, which is thoroughly egotistical, showing signs of a God complex and sure insanity as a result of his powers. He has been known to align himself with Doctor Doom in the so-called Sinister Six - think of a villainous version of The Avengers - with his usual goal being to take Spidey down once and for all. However, he has a few weaknesses that prevent him from ranking any better on this list; water shorts him out with ease, and if you can evade his forcefield and get close up, he can be taken out of commission with a trusty (and hard) punch.
