Horace Throstle has the ability turn into paper. How did he obtain such an ability? Well, when in doubt, the writers go with the "he fell into a vat of chemicals" explanation. (If it worked for the Joker...)

Throstle was making a special paper for the military before he fell into the vat. Wonder Woman, who was at the plant in her civilian identity, shows concern for Throstle when he climbs out of the vat. Mistaking her compassion for romance, Throstle goes insane when Wonder Woman rejects his advances. Using his powers, he can turn into a paper airplane, a ball of paper, or camouflage himself in paper.

Unsurprisingly, he uses paper puns like "I'm here to make some front page news myself" and "paper can cut!" (it would be wasted potential if he didn't).

There are many villains who lust for Wonder Woman but Paper Man is one of the few who pines for her in her civilian identity. When she fights him as Wonder Woman, Paper Man believes she is trying to jeopardise his chances of being with Diana, oblivious that they are one and the same.

His debut story concluded with him dying by falling into a printing press.
