13. Harley Quinn - DC Bombshells
A few caveats to get out the way before we dig into this one; firstly there’s the debate over whether Harley qualifies as a hero at all, rather than a villain. However, she’s fighting Nazis in this version of the DC Continuity, so that more than qualifies her as a hero.
Secondly, as this is an alternate timeline, it’s possibly not a true design like the others Harley has gone through since her days as a costumed jester. However, it’s such a great costume that it needs to be included.
Other notable redesigns have seen her jester’s hat removed for black and red pigtails, changed to blonde with dyed tips in various shades in both the Arkham games and Margot Robbie’s version of the character in Suicide Squad. The body suit has been replaced too, most often with short shorts, a vest and a jacket, although there’s still a lot of love for her classic garb.
Harley keeps the shorts in her DC Bombshells outfit, wearing a black and red bikini top underneath her bomber jacket, with a set of aviation goggles added to the costume too. So many of the DC Bombshell looks are fantastic, but Harley just edges it.
