4. Lex Luthor

Lex Luthor has caused countless problems for the Justice League over the years, and while he may primarily be a Superman villain, that hasn't stopped him from attempting to wipe out the Man of Steel's friends! Rather than taking them on in battle, Luthor is far more dangerous pulling the strings of their enemies from afar, often manipulating them into doing his bidding so he can attempt to weaken and defeat Superman.

In recent years though, he's become an even bigger threat to the League by actually joining the team. Lex did so after figuring out Batman's secret identity and using the information to blackmail his way into their ranks, and while he's been shown to play the hero, he's still manipulating them for his own nefarious means. The fact that he recently inherited the power of Darkseid also looks set to cause big problems for the heroes!
