Roy Harper has had an inauspicious career in the DC Universe. Taking the alter ego Speedy and becoming Green Arrow's teen sidekick, he was nothing more than a Robin rip-off for the first few decades of his existence. Then, in an award winning 1971 story arc in the pages of Green Lantern/Green Arrow, he was revealed to have been a heroin addict for years.

With the help of other heroes and the federal government, Speedy overcame his addiction and fronted various initiatives to keep other kids off the horse. He grew up some, was an on-off member of the Teen Titans and later the Outsiders, and took the new mantle of Arsenal. Which is where things took another turn for the worse for Roy and his readers. In 2010 he got his own miniseries in the form of Justice League: The Rise of Arsenal, which should have been good news for the character!

As it happens, though, it simply launched him into one of the most grossly inappropriate and thoughtless comic book storylines ever committed to paper, which has since been roundly described as one of the worst comics to be produced in history. There's the iconic image of Arsenal, completely off his !*$%, brutally beating a bunch of people half to death because he thinks the rotting corpse of a cat is his daughter. That's after he's smoked a bunch of heroin because he was unable to "perform" during a romantic encounter.

Luckily Batman shows up to kick him in the face whilst claiming to be his friend. Drugs, sex, violence, and without a single logical connecting thread, Rise of Arsenal is a greatest hits compilation of inappropriate comic storylines all in one horrific package.
